You're not being too cynical at all kunoichi. Companies definately suck people in with cashback schemes and then they make them an effort to complete, often taking months to send the cheque to the consumer.

In terms of cash back it is the company (Madame Flavour in this case) that loses out. Where as with discounts it's the retail store (Safeway in this case) which loses out on mark up.
Maybe it was too hard too hard to get Safeway chains to accept discount vouchers?
